Kelly Wagner has over 25 years of experience designing and delivering technical assistance, training, and capacity building. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Wagner has worked with community-based organizations, health centers, academic institutions, and state/local health agencies, reaching target audiences with unique and diverse public health needs across the lifespan. 

Molly Irwin has more than 25 years of experience leading large-scale research and evaluation efforts and working with policy makers, researchers, and practitioners to build and use evidence. Irwin has worked to improve public programs and policy outcomes in workforce development, child and family well-being, public health, and conservation, most recently as the Pew Charitable Trusts’ vice president of research and science. She spent over 10 years in the federal government in the Department of Labor (DOL), where she served as the chief evaluation officer, and in the Administration for Children and Families. She has also overseen major initiatives in state and local government and academia.

Dr. Sebastian Lemire is an evaluation expert with decades of experience designing and managing evaluations of education and workforce development programs. He has extensive experience with a broad range of evaluation approaches, quasi- and non-experimental designs, qualitative and quantitative data collection and analysis methods, as well as systematic evidence reviews.

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Maria Francisco has over three decades of professional experience focusing on global health issues and health care delivery systems in low- and middle-income countries. She has held positions in the public and non-profit sectors, serving in senior advisory, management, and leadership roles for a wide range of initiatives. She brings leadership in the areas of public health program and policy development, having worked extensively in maternal and child health, infectious diseases, and health systems strengthening programs throughout Southeast Asia and sub-Saharan Africa. She has led large multi-country flagship programs for USAID as a senior advisor for child health and immunization. She served on strategic multilateral fora for the Partnership for Maternal, Newborn and Child Health, GAVI Health System Strengthening, and Community Integrated Management of Childhood Illness. She also served in senior technical roles with USAID in Kenya and Vietnam. As an implementing partner, she provided technical direction in health systems strengthening and programming under USAID’s Health Systems Strengthening Accelerator (HSSA), Quality Assurance Project, MOMENTUM, Acting to End Neglected Tropical Diseases | East, and the Maternal and Child Survival Program.

For more than 20 years, Jeffrey Conrad Wuorinen has focused on bridging divides and convening partnerships to take on intractable social, economic, governance, and environmental problems. Through his work in 100 countries, he has helped to mobilize more than $8 billion in capital and capacity investment into economic, social, and environmental infrastructure across the global south.  Wuorinen has worked at the grassroots level with communities and he has advised at the highest levels of governments and international organizations.

Meghan Hendricksen, Ph.D., MPH has more than a decade of healthcare research and project management experience, with expertise in gerontology, and long-term care in health care settings. She has extensive experience conducting qualitative and quantitative research for federal, state, and nonprofit clients, ranging from interviewing nursing home staff and residents to conducting complex quantitative analyses of large datasets like the Health and Retirement Study (HRS). Her skills include data and team management across multiple complex projects, developing data collection instruments, as well as the production of research protocols and training research teams.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. Mota also participates in data collection, measurement, analysis, and reporting related to these programs.

Nadiia Zaritska is a Ph.D. sociologist with 13 years of extensive experience in programme management, research, monitoring, evaluation, research, and learning (MERL), and gender equality and social inclusion (GESI) analysis. With a steadfast commitment to promoting gender equality, social inclusion, and human rights, Zaritska has focused her efforts on driving reforms, democratization, and addressing the social repercussions of conflict and war. Her professional journey has led her to engage closely with national and local governmental bodies in Ukraine, Georgia, and Moldova.
